1964年出生於台灣苗栗，1980年開始學畫，並嘗試水墨創作，1997 年獲國家文藝基金會美術類展覽獎助 ，豐碩的稻穗、綠意盎然的山谷清泉、春萌的羞澀、無際的金針花海、印象的油菜花田，秉持着樸實的精神與理想和生活哲學，洪江波畫的不是風景，而是美麗的台灣風情。 作為一位台灣當代藝術家，洪江波的創作有深遠的意義，因為其繪畫為理想與概念的代表，不禁令人聯想到2013年金馬獎最佳紀錄片，由齊柏林執導的第一步台灣空拍紀錄片《看見台灣》 ，動人的美景以及駭人的污染問題是視覺上的震撼，觀眾的情緒也隨之波動。 洪江波的畫作提醒人們自然的美好，同時顯現出他對於家園土地的尊重與生活哲學，但願人心如這景致般溫暖安定，透過他的創作，來跟台灣這塊瑰寶談一場浪漫的戀愛，重新找回生活的美以及最原始的感動。
