This a variation on the very commonly depicted Mandala in Buddhist religious art. The Mandala is a depiction of the Universe. In this mandala, Time is placed at the centre, it affects all. The Buddha sits above time, because the Buddha alone is beyond its reach, everything else in the Universe is subject to the fancies of Time.
