「插畫」是一種結合藝術創作與文字，非語言和語言的藝術表現，有著「敘說」內在思維的傳播性本質。

首屆的「台北插畫藝術節」，將開創出屬於台北城市、台灣在地與國際串聯的插畫藝術展會。自由人藝術公寓未來將透過每年主題策展式徵件，向國內外插畫創作者徵集作品展出，並設計獎勵制度，鼓勵並扶植插畫創作。希望這場屬於台北城市的插畫藝術節，成為固定舉辦的常態性盛會，集結優秀在地插畫家，共同曝光凝聚插畫效益，推動插畫藝術產業良性循環發展，讓「插畫不再只是插畫。」

第一屆 台北插畫藝術節 策展主題：「青春浮世繪 New age Ukiyoe」
「浮世」指的是人們所生活在此刻的現實世界、各種生命百態，它訴說著塵俗人間的漂浮不定，更延伸為一種享樂的人生態度。「浮世繪」則是衍生而起，描繪人間風景、日常生活等的一種繪畫藝術形式。許多時候，當代插畫創作，正也描繪著我們與社會的當下。當新世代的插畫創作與經典的浮世繪，在形式、內容的相互影響，新舊概念交疊下，會有怎樣新的刺激、衝擊與火花？

When the new generation of illustrations and the classic “Ukiyoe”, in the form of the mutual influence of the content, the old and the new concepts overlap, what kind of new stimulus, impact and spark?
